In 1807, the sudden death of pirate leader Cheng Yi leaves the Red Flag Fleet facing a dangerous power vacuum.

His widow, Madame Cheng, has little room for hesitation. Rival captains are watching. Alliances are fragile. Thousands of sailors depend on a system that may collapse without leadership.

Beside her stands Cheung Po Tsai — a young captain with the loyalty of the crews, a talent for battle, and the courage to act when others hesitate.

Together, they must decide how power will be rebuilt.

Through first-person combat, command decisions, negotiation, and resource management, players shape Madame Cheng's rise while navigating the partnership that helps transform a vulnerable fleet into one of the most formidable powers on the South China Sea.

Beyond the history lies another layer of Hong Kong's maritime imagination. The world of Madame Cheng is interwoven with regional folklore, including the mysterious Lo Ting — creating a sea where documented history and inherited legend exist side by side.
